Well, I still have hope for Suicide Squad. Maybe if a movie about Z-list villains made by a different creative team does better than a movie about the two most popular heroes ever WB will realize that Snyder is the problem here.

Doesn't seem that way to me. We know from earlier trailers that she's present earlier in the film (in her civvies that is). If I had to guess I'd say she shows up to investigate after Metropolis gets knocked down, same as Batman. Then she joins in on the final fight.

The idea is to reflect The Legend of Korras early 20th century setting by depicting some of the ideologies that were beginning to emerge during that era. The first season was (an analogue of) communism, the second religious extremism, and the third Anarchism. That's why they're making Kuriva go full fascist. It fits.

I don't think she had control over the Avatar State at that moment on account of the poison. You can tell because her eyes were constantly glowing, much like Aang when he was still not in control of it. From what we've seen, when an avatar is in full control of the Avatar State, the eyes only glow for a brief moment.
