Xbox One controllers are definitely not bluetooth, you can’t get the ridiculously low latency they have with bluetooth. They’re proprietary and to answer OP’s question, no you can’t use the 360 dongle (I’ve tried) and you have to buy the $20 Xbone controller dongle.
I’d definitely say that skimping out on the PSU is the number one no-no, because if your PSU malfunctions in the wrong way, it could potentially fry every single one of your components at once!
No way in hell would you be able to build a VR-capable computer for $450. The GTX970, which is the bare minimum graphics card for VR right now, is $300, maybe you can get it for $270 on sale.
