I dunno - I have had both a 1992 Grand Marquis and a 2005 Town Car and really - for the size of the thing the fuel mileage was pretty damn good I thought. I used the TC for a commuter (40 mile RT freeway) and it never gave me less than 22 mpg. Can’t recall what the GM gave but it wasnt much worse.
While a suburb of Sacramento, there is farmland (and farmers) in the area. Wouldn’t surprise me if they had a farm or contractor fuel truck in the fleet.

The PO had the original 440T-4 replaced with a factory reman Goodwrench transmission and added a huge trans cooler at the dealerships recommendation around 150K.
