Yes Trax. En Masse have blocked IPs from Asia, among other places. Your only option is to sign up with Frogster, who are handling the European release of Tera.

Keeping in mind the fact that ESRB ratings are a guideline, I think the main purpose already is to give parents some idea as to what the game is like. Of course I'm sure there are parents out there who are content to strictly follow the ESRB ratings without considering their child's maturity.
