That’s the Spring Creators Update (or just “Creators Update,”) which adds Paint 3D but doesn’t remove the old 2D Paint. The Fall Creators Update moves MSPaint (2D) to the Store.

What I really would like to see is a Logitech keyboard with a large L-shaped ENTER key, and the backslash in the top row...without screwing around with the keys above the arrows, which they regularly do as well.
