I think there is probably a grain of truth here... but not so much as to really make a blanket statement, particularly with fans who might choose to support such an endeavor.

When they said it was too difficult, they didn’t mean creating the tool set would be too difficult. They meant using it effectively to make fun levels would be too difficult. Zelda dungeons and puzzles are much more intricately designed than Mario levels.

Could fall under “To difficult for casual users to use” This is Nintendo, who likes their stuff to be approachable. Their vision of Zelda maker could have had things that made it less new-user friendly.
