Emergency crews are salary paid, so if they weren’t there watching for a fire, they’d be sitting at the station... getting the same pay.
I also doubt those IC engine fires happen when the vehicle is off, sitting by itself in a parking lot, or worse, someones home.
Total time from getting from firehouse to fire and putting out the fire, rescuing the people inside the car, getting them sent to the hospital, and getting the car towed away is most definitely over an hour. Where do you live that they can do all this in less than an hour?
Even if it is 5 times less likely, this event had an impact 5 times greater than a normal car fire so the occurrence benefit gets wiped out.
