It has been, multiple times. You said it yourself, the USAF has painted themselves into a corner with these cost overruns, but the problem is that these overruns aren’t the first, or even second overruns to have occurred with that project.

I still say the biggest single mistake of the Bush administration was refusing Iranian help in Afghanistan in favor of toadying to the Saudis by adding Iran to the “Axis of Evil” speech. I don’t think we would have invaded Iraq if relations with SA had cooled and relations with Iran had normalized.
