The scenario you describe is not what the owner of Bristol Spirit is complaining about - she’s complaining about people ordering food but only water to drink with it, which is not at all uncommon. She simply has a terrible business model and is blaming the customers when it’s her own fault.
The problem is their own terrible / unsustainable business model; they aren’t even taking enough of a fee from the pop-ups to cover the cost of the remodeling they did to accommodate them.

Given that they have food service (which they advertise, by the way), it’s not at all unreasonable that one out of ten customers might either be designated drivers or simply not want to drink anything but water with their meals.
