Not quite. Because it’s not regulated some “homeopathic” treatments do actually contain their ‘active’ ingredient and can be harmful. A quick example is Zicam, a ‘homeopathic’ drug which actually contained enough zinc to destroy people’s sense of smell when sprayed in the nose.

Homeopathy generally does nothing because its just water or sugar, with no agent that could have any effect. So in that aspect it’s pretty safe.
