There were plenty of clothes, including bedsheets, seen on clotheslines on those roofs. Foggy takes off Matt's mask, wraps him up in a bedsheet, and walks him home.
Exactly! We saw lots of clothes on clotheslines on the roofs, including bedsheets. Is it really that difficult to assume that Foggy grabbed one of them and wrapped it around Matt, and also removed his mask?
I think Frank offering to buy the gun but then only taking the shells was him making sure he didn't get shot as he left the pawnshop.

Matt didn't regain his hearing "quickly". Hours had gone by between him losing his hearing and getting it back when Karen arrived. Reyes arriving at the station, interview with Grotto, Punisher at the pawn shop, and Foggy/Karen back at the office.
Between the scene where Matt loses his hearing and he gets it back, we see Reyes and Tower arrive at the police station, the initial interview with Grotto, Punisher in the pawn shop, and Foggy and Karen back in the office.
