I seriously don't know how oxygen tanks work, but I assume they don't create oxygen, just take existing oxygen and put it in a tank. So wouldn't that tank contain oxygen that has lead in it?

Rhea didn't use the silver kryptonite on Supergirl because she wanted to use it on Superman so that he would attack Kara. She knew that would make Kara suffer - either by being beaten by Superman or her having to defeat (and possibly kill) Superman.
I have to agree with you - after all the comments for the previous episode about Carter being revealed as an alien, I assumed/hoped that in the season finale they would address it, and that during an alien invasion was not the time to start impeachment proceedings.
When someone says that Star Wars is "a children's movie" it pretty much invalidates any other comment they make where they infer they know what they're talking about.

Kara knew that Rhea was all about "making Daxam great again" and re-establishing all of its traditions. She figured Rhea would have no choice but having to go along with one of its laws. And she probably figured if Rhea refused the rest of the Daxamites would question why their leader was not following Daxam law.

Those Daxamites got a burst of lead dust, but it wasn't continuous. Once the lead bomb went off *all* air on Earth was contaminated for them.
Weren't all the Daxamites in/above National City? The lead bomb needed to eventually cover the entire Earth, but for the immediate effect it only had to cover National City.
