They aren’t very efficient and that is fine as long as their revenue growth outpaces their spending and borrowing. So I suspect they are targeting revenue growth…

Practically speaking most fires are covered by a combination of auto and home insurance. So all that a person is giving up is the right to sue to recover any deductible or shortfall as a result of coverage caps.
