Gotta disagree with you here. F1 is FAR from incompetent. Read the 2011 Formula One Management financials (Bernie's company), and compare it to what F1 was doing in the 1990s. Every year Bernie has grown profits by obscene amounts.
I believe Al Sharpton was ready to complain about the lack of black drivers in racing, and he scared Bernie off. Bernie still has cold sweats when someone brings up his pal Max 'Kiss the Nazi' Mosley.
F1 only races in modern, pristine venues. Laguna rocks but doesn't meet the F1 requirements. Track needs a little work, where the venue itself needs a complete overhaul to host an F1 event.

If remember correctly, Jackson Racing was the first company to offer performance parts for the Honda, specifically the CRX. When I purchased a 1984 CRX from my uncle in 1988 (with only 20k miles!) I read the engineering white papers on the supercharger that Jackson developed for the car.
