Because a) it's part of the primary alt design and likely a carry-over to other alt designs, and b) it's primarily the costume design that, by it's very design (the high slits) is most likely to show the underwear during certain acrobatic moves, outside of possibly the skirts.
Or maybe decent character design considers all aspects of form and function, particularly given the fact that clothing like that is likely to move in major and revealing ways given all the acrobatics involved in the game.

I've gone back through and looked at the context of a lot of her questionable commentary. It's hardly reaching. She's extremely vitriolic and has actively used her influence to negatively impact a fair number of people.
It's hardly sensationalizing, particularly given that those blogs, as well as other postings have essentially established a pretty strong pattern of generally shitty, aggressive, and vitriolic behavior.
You can read into her article however you would like. But from the title to the image to her very own words, it was an attack on the hobby and the people who identify with that hobby. Suggesting otherwise is intellectually dishonest as fuck.

Try to keep your combat confined to one specific area. Given that the Uriks move around a bit, the more you space out your conflicts (say, needing to open up space if you're overwhelmed and low on health), the more you increase your likelihood of setting off an alarm or stumbling into another captain.
