The UC program is actually struggling for money and it’s been easier of late to get in as a non-resident because you then have to pay higher tuition. There are lots of private colleges that do the same thing but with international students because they qualify for fewer grants. 

Honestly, you have to know someone who will walk you through adjusting the straps on your car seat. It is ridiculously difficult and with how quickly babies grow has to be checked every single time you strap them in. Someone who doesn’t have a lot of extra time or energy or know-how would struggle with this.
