Yep, there sure is. From a theoretical standpoint, the aversive stimulus used in punishment procedures is paired with other stimuli surrounding the punishment. So you have classically conditioned fear to those stimuli, which actually interferes with a number of things, including responding appropriately.

Well, that explains a lot. I should mention that punishment procedures like this are considered bad, not only from an ethical standpoint, but also a behavioral one. Punishment creates classically-conditioned side-effects.
