Good strategy (and I hope your MIL is better) - ask generally (rather than target someone specifically) and you’ll probably get someone to jump up and offer a seat.

You gave examples of two inconsiderate people taking up more than one seat. I’ve encountered the same as entering a train, pointed at whatever was blocking a seat (leg, bag, whatever) and said “move, please” and while I may get an eye roll, I get my seat.

Obviously there are people who can give up their seat who don’t, but please be mindful of passive aggressiveness toward those you think should get up. I have a chronic medical condition but my external appearances look like a young, healthy woman. I need sit and it’s very painful to stand when there are no seats. I
