The fact that NYPD would send multiple squad cars and SWAT teams based on a crazy man's 911 call is far more mind blowing.

I wouldn't worry. It's common to split up an ensemble cast, so they can shoot more than one episode at the same time. This way they have a shooting buffer in case something goes wrong or they need it for a big episode later.

Actually, it's a very good idea. The show is tanking. Put what is working onto its own show, and hope that keeps working. Then, see if you can salvage the original show. If both shows survive, fantastic. If one show survives, it can be used as a lifeboat for elements of the dead show. If both die, well, that one show
