Roll20 is probably the closest thing to what you want, assuming you’re willing to hand over significant amounts of cash to integrate Wizards’ source material with it. You can drag and drop creatures and stuff, and while map-making isn’t the greatest it’s mostly a matter of dragging images onto the interface.
