I think the character has to be played straight as sinister, evil, etc, while the script and tone makes it 'funny'. That is how the book worked for the most part. Olaf was very evil but the absurd tone of the narration and dialogue allowed it to be funny. A lot of the funny things Olaf said were able to work because

I just….I can't see NPH as Olaf. I just don't see it. To me, Olaf is a sinister character, and NPH is just too hammy and goofy I can NOT take him seriously.

Well of course you will but they lived across the hall from each other for years (most of them). Living farther apart that you can't just see each other every single day that's a big transition to make

The Dean's one was hilarious because it was so unexpected. Repeating it with Britta ruined the first joke which was basically to totally surprise the viewer because they've never done that before ever lmao, and the looks from everybody else really sold it and how the Dean acted like it was totally normal.

The Dean's random F-bomb on Abed was sooooo funny. They've stuck to broadcast standards even on Season 6 so Im sure when he said it everybody was taken aback it was frickin hilarious. It was a little taken away from though when Britta used the word later as well - it was much funnier as a total one-off but still
