I would not pay $23 for a plain T-shirt under any circumstances.

If it’s cheap, I don’t care if it wears out quickly. Buy a bunch of them (especially if they are on sale) and treat them as basically disposable. Or recyclable - I take my worn out stuff to one of those clothing bins in the parking lot of convenience stores.
