If he stole a policeman’s weapon-a taser, reports say-then he’s now not only dangerous (see him fight off two officers) but he’s now armed. What if he goes and hurts someone with that stolen police weapon?

What is a “Stan” in this context? I’ve heard it as a disparaging name for central Asian / eastern European former Soviet republics, but never in this manner.
