Agreed. Jeff even stated at one point, their intent to do that. There was just no follow through.

I love Overwatch but the thing that endlessly irks me is that they literally have a sandbox via the PTR to let players try stuff(such as implementing bans) and they don’t use it that way. Let players try these things and see how it pans out. 

This right here is the most constant, nagging fear to me. He’s going to break hearts and pave the way for this.
