As a former VW worker I've asked some questions about these things. They are focused on your top sales. Like the Camry, Accord, Civic. A segment where they know they can make a good competitor. Therefore they made the US Passat and the Jetta.

I completely agree with you. Yes, I've seen some people extract a lot of power out of these engines. A friend of mine had a daily driver VW Beetle with two carburetors (running on ethanol and a lot of fiddling), and he managed to run about 150 rwhp.
