You will NEVER see a commercial liquid cooled machine for mass consumption. Selling a system that requires regular maintenance and servicing would never fly. They would have so many lawsuits and recalls from dummies who have no idea what they are doing.

Seriously doubt decreasing the CPU size at all will lead to any size decreases. The CPU is already one of the smallest components in a system, the size is for all the rest of the components. And smaller die doesn't mean it's automatically cooler and more efficient. Might even mean the opposite and need more cooling.
