The child is in pain and has, as of now, no chance of recovering what is lost. It will stay funcionally blind, deaf, with no ability to move, eat or breathe on its own. Note that the blindness comes from an underdeveloped brain which suggests further issues down the road.

There is no actual hope for improvement. There is small hope for it to stop getting worse. He would still be unable to breathe, move or eat on his own and very likely has severe mental impairment that would further keep him from any form of self-destined life.
