It’s a masked wipe. The guy who walks in front of the camera “wipes” across the frame and resets the scene. Whoever edited the gif rotoscoped (cut out frame by frame) the negative space on the right so that the gif could reset seamlessly (because the “seam” is hidden behind the guy walking through frame).
