It depends on how fast the tail is wagging.

My cat does it too sometimes, if we've been out for a while when we come up the stairs we get treated to a sideways hop.

Kittens (and more rarely, adult cats) do the puffed-up sidewise move when they want to play. Poor lil guy just wants a buddy.

I was thinking more in regards to people victimizing kids due to poor oversight rampant in so many NGOs, but that's a concern too.

Oh for sure, I never heard of anyone I worked with doing anything like that either, but with so little oversight it's hard to think that it hasn't already happened multiple times.

I did some volunteer work in Zambia several years ago...sadly, this is all too plausible, and almost certainly hushed up most of the time.

This one seems to have an easier time breathing than most, and she's just a little ball of rage, even though she's less than 10 pounds. You rough house with her a little, spin her in another direction, and she goes on the attack, but not in a Jack Russell way where she really hurts other dogs.
