It’s a small bridge that theY let both cars and pedestrians use. They just shut it down for cars, for safety reasons, because it technically makes sense that pedestrians will always have right of way and because its far too impractical to have to boot pedestrians off the bridge or outright ban them.
It’s not like they blocked off the Brooklyn Bridge so a few people could grab some Dratinis. The Düssel is not a huge river, and there are a shitload of crossings,
