So a lot of the time the reason Probes happen at certain times is not   just because of funding or getting the Probe ready but the position of other planets primarily Jupiter. My  guess is that  The planets are in a position for a Gravity assist and its likely  Neptune wouldnt be.

They are a long way out and it is likely, that the windows to launch and get a Gravity assit just isnt Feasible. Its a shame as there is a lot of science to be done on both of them.
