They are tacking it on as a line item because it hasn’t been baked into the price of services there ever before (unlike basically everywhere else you spend your money), and people will quite literally stop going to the establishment if the prices go up.

You’re wrong. As long as tips + wages work out to minimum wage or greater, it is completely legal for a restaurant to pay someone less than minimum wage.
