Same thing happened to me. I was grandfathered in to unlimited 3G and was told by the CSR that I have unlimited 4G now for my Galaxy Nexus. She did add that it might not recur when I renew my contract in 2 years.

Probably because thousands of people are allowed through every day after undergoing security checks which (attempt) to prevent terrorists from murdering civilians. It's the same as airport security or customs or an international border, but, uh, beefier. For a good reason.
