The exception to the rule you are talking about is when the defense opens the door and makes claims that can be contradicted by prior acts.

Oh the cut scenes. I have developed a talent for hitting cut scenes just at the point were I need to be leaving the house, sitting down to dinner with the family, etc.
I am always fascinated by strange gaps in people's knowledge, where there is just something entirely missing that seems like it would be hard to miss.

I think a blanket statement is just fine. I really can't imagine why anyone would take the risk of traveling to a country that has a massive problem with drug cartels, and has extremely corrupt police and military, some of whom are deeply involved in the criminal violence.

I agree, sometimes it's just a lot more fun to jump in and slog out a battle, vs having to drag out a battle taking a few shots and then constantly retreating.
And 99% of potential intruders give up if getting in is at all difficult. They move on to the next house that has an open window or unlocked door.
So I get the fact that we have a problem with victim blaming.
That's exactly it, this should (and often is) handle through game settings.
