You are focusing too narrowly on a different point. Enough evidence to prosecute, or even convict does not call into question that a crime was committed. You are talking about why situations that don't go to court, not how people treat the victim.

I agree. I think they screen out people who are mentally unstable (mostly), but they are not screening out bullies and control freaks.

Here's the thing, we are now swinging too far the other way, totally believing the frat account of things. Her friends confirm that they believe she was raped. She was deeply traumatized that evening.
