If you can step back and hide after the cut scene and don’t mind a max A score, use the sleep gas barrage on the skulls. After 3 bombardments, they’ll pass out.

I did the same play but I hid at one of the outposts and leveled the skulls with sleep gas. Then tranq’ed the zombies and fultoned ev-er-y thang.
