I know that they referenced the IACP policies and the like, what I don’t know is exactly how they applied the IACP policies and their other research in their classification

The point is that if we were to focus entirely on the 8% cases are false statistic, then the arguement could be flipped. The latest publicly available statistic puts the conviction rate of rape cases at about 8%, give or take depending on the year.

The references provides the IACP policies, it does NOT provide their classification method. Nor does it explain how they combined the IACP policies, their interview questions, and their literature review to create their own classification criteria.
