Well, USA Swimming sets a pretty high standard in doping control. Not only keeping samples on file for many many years, but national team and up, you have to keep records on file of where you will be on any given day. Deviations, you have to let agency know—even a miss of testing can count as a fail.

I can’t say, necessarily, that I agree with the premise of the article. I am all for incorporation of diversity when it comes to, for example, right to an education, and a good one at that, and the admissions process taking that into account, as we saw in Grutter v. Bollinger.
