I'm coming a bit late to this topic but I though you might be interested in a piece I did about updating Asimov's Laws of Robotics for real world applications. Basically I worked out we'd need at least 30 laws - they can be found HERE. I'd be interested in what you think.
Tolkien certainly smoked a lot of pipe tobacco - he always seemed to have a smoking pipe at hand during interviews and lectures, and in almost every photo I've seen of him - but your right, I doubt he meant the many (I think already explicit) references to smoking in LotR & the Hobbit as anything other than tobacco...…
I think you'll find that most of the said "druggie references" ARE actually Tolkien's references (whether he meant them as druggie or not - they were always open to that suggestion), not Peter Jackson's writing crew.
