I think 'not leading with your need' is true for a lot of situations. Giving has far better results than asking.
this might be true in your case, or even in more companies in the US. In the EU however, employees are protected to some (or big) extent. HR would be your friend, because they can (and often will) help you, because losing a good employee because of a bad boss is worse (also financially) than giving you an opportunity…
other things that never do what they tell you are the Telsell or related appliances (ab workout stuff, kitchen stuff, etc)

I think there is actually also another reason for not allowing personal electronic devices: when things go bad during take-off/ landing, all the loose stuff is going to be thrown through the cabin and potentially hurting people. More loose stuff == more hurt people.
Actually, there is a big difference: the person next to you can actually see the traffic situation you are in and will stop talking if things get tough. The person on the phone cannot see that, and by consequence will not stop talking.
