Hydra was still on the loose at the end of Winter Soldier. And we don't really know what happened to Ultron. But I still think those films had endings - those specific battles were waged and won. I mean, did Saving Private Ryan not have an ending because there were still Nazis?

I've never been all that sold on Loki as a villain. His motivation is that Loki should rule Asgard, or Earth, or wherever. Which is fine for him, but it's tough to sell anyone else on his pro-Loki agenda. A good villain should have compelling motivations. Civil War works well because Stark and Cap both have a point.

Because he did it really well by creating characters with legit motivations. Cain in particular wasn't even bad - she just wasn't putting up with Adama's bs. Okay, she also left a fleet of civilians to die and shot a disobedient XO in the face, but they're at war, dammit! My only complaint with that character was that
