FIS is notoriously awful, especially to snowboarders or anyone not racing a speed event. They took over these events once the X-games made them popular and there was more money in it for them. FIS/IOC/FIFA and others have no interest in the athletes, just lining their pockets.

If they can change the bylaw, and American clubs can get some money for players = less or no Pay for play = larger pool of kids, which could result in better quality.
