Heirs can not but estates are bound to contracts (not a lawyer, so I could be wrong). Like if you have a mortgage and you die, you might have a heir to inherit your house, that debt doesn’t just go away. The mortgage company will expect it to be cleared out from the estate.

I am no lawyer, but the contract would probably fall back to the estate. Like if he financed a car/house/etc, and then passes away the estate is responsible for fulfilling the contract. In this instance the estate could be held to the terms of the contract he signed to not sell.
