There is no hatching on a section of the orange/pink peice that one of the arrows crosses. This indicates that at the section, there is no material in that location - an air passage that is incomplete in the top section, due to the bellville washers.

I’m glad I’m not the only one, I felt moronic trying to figure that out.
Yeah, they did a bad job placing the arrows when annotating the drawing... They obscure enough of the openings that it makes it hard to tell that those areas— while shaded —aren’t crosshatched, and are thus not solid.
So judging by that really confusing diagram the device using magic allows air to pass through solid materials into the turbocharger.
