The first season of B5, had some filler episodes, that are definite dogs, but for ever War Prayer, TKO and Grail, there are episodes like Deathwalker and Believers. When the show hit it’s stride, even the filler episodes were better than most of the other genre television of their time.  

I thought the show made it clear that Hex Vision didn’t transfer his memories, he just unlocked White Vision’s memories which were being supressed. That would include everything up until the moment he was killed by Thanos.
