Yeah, I clarified this in my other comment to someone else, I realised that considering her age and the fact that a lot of road maintenance funding comes from council tax, the cyclist probably pays more towards the roads than she does as she's likely to be either a student or living with parents!
They probably would, also they pay council tax, income tax, VAT and numerous other levies and duties. I was pointing out that the girl is terribly uneducated as to where her money goes when she pays car tax. In the UK it's no longer considered road tax as the money isn't spent on the roads (necessarily).

There is "no such thing as road tax", is the best way to look at it. Essentially it's vehicle tax, as dependent on the vehicle, you pay a different amount. It used to be called road tax, but they wanted to spend the money elsewhere (probably on all them immygants) so they renamed it and changed how it works.
