This is some political crap. The HD truck industry is already groaning under the weight of the existing emission regulations which have done serious damage to durability and fuel economy.

We effectively already have this with crosswalk signs, particularly those with a countdown.

The reason that zippers work so well on on-ramps is because everyone is accelerating from a very slow speed to speeds in excess of 55MPH. This naturally creates the needed gaps between cars.
