The fairer policy would be to simply suspend the male-only clubs until such time as the female-only clubs have exerted an aggregate economic and social force as the male-only clubs have since their inceptions. Once the balance is righted, then reinstate the male-only clubs and force all clubs to accept all genders.

Regardless of effect banning only male only clubs (or punishing for membership) could possibly violate title XI. So regardless of Harvard’s intentions this is likely the only way for them to get rid of the male only clubs without being forced to detooth their policy.
