Tires are so expensive because they must do 250mph. This new series would have lower speeds, thus allowing them to use cheaper tires. Also others have pointed out the cost of current LMP1 programs, which is already significantly less than Mercedes or Ferrari spend in F1.

The actual MSRP is closer to 1m on the big 3, and remember those are customer costs, which theoretically represent a profit to the manufacturer. Obviously the Bugatti, Pagani, and Koenig are more expensive, but they could probably be trimmed down some for race spec.
