I don't think he trusted them to execute correctly and knew who it would fall in after it failed.

My first thought is that he realized that people were being used to make said kettle chips he didn't want them as he assumed they were forced to do so. Kinda like how he responded to the wives. Yeah he is obviously going into long con mode. It is kinda easy to forget exactly how far he is willing to go fro self preservation. While he maybe cowardly he seems quite at home being manipulative. He kinda has Negan right in his hands too.

As if one is even enough for a community that size even without it being zombie apocalypse?
