I don't think he trusted them to execute correctly and knew who it would fall in after it failed.

Yeah he is obviously going into long con mode. It is kinda easy to forget exactly how far he is willing to go fro self preservation. While he maybe cowardly he seems quite at home being manipulative. He kinda has Negan right in his hands too.
